How long has your organization been providing investment advisory services?


Wilshire Consulting has been providing investment consulting services for more than 25 years. We currently consult to some of the nation's largest corporate and public retirement plans as well as major insurance companies, endowments and foundations. With more than 125 clients and total assets of approximately $780 billion under advisement, our hands-on experience in each sector of the investment business gives us the skills and experience to serve as a total fund fiduciary.

Is Wilshire a registered investment advisor with the SEC under the Investment Advisers Act of 1940?


Yes. Wilshire has been registered as an investment advisor with the SEC under the Investment Advisers Act of 1940 since July 1972.

Does Wilshire act as a fiduciary when serving as a consultant?


Yes. Wilshire believes that our firm, and any firm offering investment consulting services, has a fiduciary responsibility with regard to client assets, and we willingly assume that responsibility.

What services do you offer as an investment consultant?


Wilshire provides full service investment consulting to institutional plan sponsors. This includes: asset / liability modeling, asset allocation policy development and implementation, investment structure analysis and implementation, manager evaluation and selection, manager guidelines development, performance measurement and attribution, risk budgeting implementation, client education, and investment research. Wilshire's business model is to provide investment consulting services on a retainer basis in order to best allocate resources on an on-going basis and to best serve as a fiduciary to plan sponsor clients as retainer relationships optimally ensure accountability and responsibility to a client.

Does Wilshire conduct asset allocation studies?


Yes. Wilshire developed the industry's first asset / liability model in 1974 and since that time has added to its asset allocation credentials by performing literally thousands of asset allocation studies for clients. Wilshire's Asset Allocation Group consists of two actuaries on staff who work with the consultants to review and understand a client's actuarial valuation to ensure a thorough understanding of a plan's current financial condition.

Does Wilshire provide performance measurement as part of consulting services?


Yes. Wilshire's Performance Measurement Group works on a proprietary Wilshire developed Windows-based software application delivered through a UNIX server to staff PC's. Wilshire's proprietary performance measurement software systems combine the latest innovations in performance attribution analysis with Graphical User Interface (GUI) technology to yield a self-contained, highly flexible, fully networkable reporting software package.

Wilshire has devoted significant resources to its performance measurement services during the last twenty years. Our dedicated Performance Measurement Group consists of one vice president, four supervisors and 25 analysts. Wilshire's consulting teams work directly with our Performance Measurement Group to review, audit and evaluate client performance reports.

Does the firm maintain a database of investment managers?


Yes. Wilshire collects and maintains its proprietary and internally developed database of investment managers and advisors. Currently, Wilshire's stock and bond manager databases cover nearly 7,000 investment products, almost 14,000 mutual funds, and approximately 5,000 hedge funds1. In support of our consulting clients, Wilshire Consulting also utilizes the services of a dedicated Manager Research Group that conducts ongoing evaluation and monitoring of manager products through the use of our comprehensive manager database, formal scoring process, and extensive consultant involvement through investment committees. The analyses from the Manager Research Group ensure that Wilshire maintains a stable of high quality, institutionally oriented, investment managers for use in our clients' portfolios.

Does Wilshire provide independent research as part of its consulting services?


Yes. Wilshire believes that one of our most vital roles is to provide ongoing education to our clients. As a part of this effort, Wilshire conducts general research on asset classes as well as client specific research on request. Research is made available to clients through our annual client conference and our online resource library.
